China's Cat Litter Industry: Current Status & Future Trends – The Breakthrough from "Manufacturing" to "Intelligent Manufacturing"

As the "pet economy" flourishes, China’s pet industry is growing at an annual rate of over 10%. As a necessity for cats, cat litter is not only a core track in this wave but also a microcosm of China’s manufacturing transformation from "low-end OEM" to "global intelligent manufacturing." This article analyzes how cat litter enterprises can break through and seize opportunities in the future.

Current Status of China’s Cat Litter Industry: Coexistence of Resource Endowments and Transformation Pains

China’s cat litter production capacity is concentrated, dominated by bentonite, with significant industrial cluster effects. For example, Ningcheng County in Inner Mongolia, with 16 million tons of bentonite reserves and 2 billion tons of potential resources, has become a global core base for the cat litter industry. 


In 2024, its output exceeded 2 million tons, accounting for 2/3 of China’s total and 1/5 of the world’s, forming a closed-loop industrial chain covering "mine exploitation – intelligent production – cross-border logistics." With product structure upgrading, the industry has evolved from single bentonite to diversified innovation. In recent years, emerging industrial clusters such as Jianping County in Liaoning and Jiawang District in Xuzhou (Jiangsu) have risen. Relying on bentonite or plant-based raw materials, they have built differentiated production capacity.


For instance, the output value of new plant-based cat litter in Xuzhou Jiawang District accounted for 35% of China’s total in 2023, with environmentally friendly materials like corn and pea fiber as highlights. 


On the other hand, most domestic enterprises act as OEMs for international brands, with low awareness of independent brands. There is still a long way to go to shift from "low-end OEM" to "global intelligent manufacturing."

Future Trends: Four Directions Reshaping the Cat Litter Industry Pattern

1. Environmental Friendliness: From "Biodegradable" to "Carbon Neutral"

With the introduction of the EU’s REACH Regulation and China’s "General Rules for Green Certification of Pet Products," policies are promoting the popularization of biodegradable cat litter such as silica gel and plant-based (corn, bamboo charcoal) options. In the next few years, the premium for environmentally friendly cat litter may reach 25% or higher.

2. Intelligence: Technology Empowers Pet Health Management

  • Smart litter box linkage: Integrating litter boxes with the Internet of Things (IoT) to real-time monitor health data such as excretion frequency and weight, becoming a unique tool for pet owners to care for their pets’ health.

  • Functional additions: Incorporating cutting-edge technologies like antibacterial and deodorant sustained-release technology and temperature-sensitive clumping materials into traditional cat litter to enhance user experience and product added value.

3. Branding: Segmenting the Consumer Market to Build International Brands

Develop customized products for multi-cat households and sensitive kittens (e.g., fine-grained litter for kittens, long-acting deodorant litter for multi-cat families). Register regional brands, formulate group standards, and enhance global recognition through international exhibitions and cross-border marketing.

4. Full Industrial Chain Integration: From "Single-Point Breakthrough" to "Ecological Collaboration"

  • Vertical extension: Enterprises focusing on a single category expand into multiple fields such as pet food, supplies, and services, planning layouts for pet health testing and smart product R&D.

  • Horizontal linkage: Collaborate with logistics and e-commerce platforms to build shared warehouses, reducing cross-border logistics costs; establish research institutes with universities to drive technological iteration.

Enterprise Breakthrough Strategies

1. Technology Innovation Drives Differentiation

Increase R&D investment in new products, focusing on three core areas: environmentally friendly materials, intelligent functions, and production processes. Cooperate with universities to break through technological barriers. Introduce dust-free production lines and closed-loop water circulation systems to reduce dust pollution and water consumption; develop low-temperature drying and nano-granulation technologies to improve product uniformity and stability. Promote digital transformation of production processes, using IoT devices to real-time monitor energy consumption and yield rate, achieving cost reduction and efficiency improvement.

2. Brand Building Captures the Market

Implement hierarchical positioning: Target the high-end market with differentiated labels such as "health monitoring" and "carbon neutral certification"; emphasize functional selling points like "high cost-effectiveness" and "fast clumping" for the mass market. Build a brand matrix to cover segmented needs such as multi-cat households and sensitive kittens. Conduct content marketing through cross-border e-commerce and social media, releasing original content such as pet care knowledge and product reviews to build brand trust. Participate in international exhibitions to enhance global visibility. Register international trademarks to avoid intellectual property risks.

3. Channel Optimization for Full-Link Penetration

  • Deepen online channels: Layout live e-commerce and social e-commerce (Xiaohongshu, WeChat communities). Launch small trial packages and subscription services to increase repurchase rates. Establish user profile databases for precise push of customized products.

  • Integrate offline scenarios: Settle in pet hospitals and chain pet stores, developing exclusive products; set up mini-package shelves in supermarkets and convenience stores to cover emergency consumption scenarios. Conduct joint promotions with litter box brands to form "hardware + consumables" bundled sales.

4. Stable and Long-Term Supply Chain Management

Establish a dynamic inventory management system to quickly adjust production capacity and supply according to market demand. Sign long-term agreements with raw material suppliers to lock in prices of core resources such as bentonite and plant fibers, avoiding risks from bulk commodity price fluctuations. Promote upstream suppliers to conduct carbon footprint accounting, prioritizing the procurement of environmentally friendly raw materials certified by FSC (Forest Stewardship Council) and GRS (Global Recycled Standard). Apply for green factory certification to obtain government special fund support.


Establish a full-process quality inspection system from raw material entry to finished product delivery, introducing third-party testing agency certifications (e.g., SGS, Intertek) to ensure heavy metals, microorganisms, and other indicators meet international standards. Develop a traceability system to achieve "one product, one code" traceability.

The "Golden Decade" of the Cat Litter Industry Has Arrived

China’s cat litter industry is shifting from "resource-driven" to "innovation-driven." Environmental friendliness, intelligence, branding, and globalization will be the main themes in the next decade. Enterprises need to break away from traditional manufacturing thinking, focus on user needs, and seize opportunities in the pet economy wave through technological upgrading, brand building, and ecological integration.
